Finland has a long tradition of using modern oral products, however snus and nicotine pouches are regulated differently. On one side, oral tobacco – including snus and chewing tobacco – is forbidden according to the provisions of the Finnish Tobacco Act and in line with the EU ban. However, an individual may import a maximum of 1 kg of such tobacco products in one calendar day for their own personal use.
