Heated tobacco is largely regulated as tobacco in the Netherlands most while most oral tobacco products are banned. The implementation of stricter advertising rules should take place in 2022, which will particularly impact specialist stores. This report provides a comprehensive overview of the current regulatory framework for heated tobacco, oral tobacco and nicotine pouches in the Netherlands, covering all areas from product restrictions and labelling and packaging requirements, to advertising laws, notification, taxation and public usage rules. In addition to all current law, possible near-future regulation is also covered.
