Andorra does not have a comprehensive regulatory framework for oral tobacco or nicotine products. Since the country is not an EU member state, it has not implemented the Tobacco Products Directive (TPD) into its law. Tobacco products are defined in Decree of 6-16-2004 as any substance or manufactured product composed entirely or partially of tobacco that includes tobacco leaves and/or tobacco concentrates.
