Russia: oral tobacco and nicotine pouch regulation, February 2024

Wholesale and retail trade in most oral products, including snus and nicotine pouches, are not allowed in Russia. This ban does not apply to chewing tobacco, but chewing tobacco licences will be mandatory from 1st March 2024. Online sales are prohibited.

Track-and-trace registration and labelling are required for chewing tobacco. Tax rates for tobacco products will continue to rise over the next few years.
