The Tobacco and Smoking Products Act establishes a ban on all oral tobacco (including snus), except for chewing tobacco, which is defined as a tobacco product that is not consumed by combustion and is used solely for chewing.
In November 2021, the Dutch Food and Consumer Product Safety Authority (NVWA) announced that pouches with 0.035 mg or more of nicotine per pouch may no longer be sold because they are “harmful foods”. Nicotine pouches containing up to 0.035 mg of nicotine per pouch are still legal and subject to general consumer legislation. However, this could soon change.
