Ukraine: oral tobacco and nicotine pouch regulation, July 2025

Oral tobacco, including snus, is banned in Ukraine. Nicotine pouches are currently not specifically regulated, so only general consumer legislation applies. However, a bill registered in the parliament seeks to regulate pouches and introduce a nicotine cap of 20 mg per pouch among other measures, such as restrictions on ingredients, age, and packaging.
