Egypt has intensified its tobacco taxation policy with yet another cigarette price hike, sparking concerns among some officials that the tax amendment fails to address e-cigarettes or heated tobacco products (HTPs).
On 29th June, Egyptian lawmakers approved an amendment to the law on value-added tax. In addition to raising minimum price thresholds, this amendment increased cigarette prices by 12% for three years, starting 5th November 2025. This is the seventh increase since 2022, with an eighth expected before the end of the year, according to Ibrahim Embaby, head of the Tobacco Division at the Chamber of Food Industries, who confirmed the information to TobaccoIntelligence.
