EU TED revision: pouches could be hit hardest among nicotine alternatives

The European Union’s proposed revision of the Tobacco Excise Directive (TED) introduces new minimum excise duties for e-liquids, heated tobacco products and nicotine pouches. While the policy aims to harmonise taxation across EU member states, its projected impacts vary widely among product categories. Nicotine pouches stand to be hit especially hard, as they could face drastic volume declines and a sharp drop in tax contributions.
