Tobacco products in Andorra are defined in as any substance or manufactured product composed entirely or partially of tobacco that includes tobacco leaves and/or tobacco concentrates. Taking into account this definition, we understand that heated tobacco products are covered in line with other tobacco products, being subject to age, labelling and packaging requirements and public use restrictions, without being regulated specifically.
