Russian winter – the e-cigarette market stalls as HnB gets a foothold

The Russian e-cigarette market appears to be in a state of stagnation, with little change in the number of vapers and a decrease in the number of vape stores.

Though there is no overall regulation of e-cigarettes, they are taxed, as are e-liquids, at a steadily increasing rate.

Among a number of regulatory bills under consideration is the possibility that distance sales and vending-machine sales could be banned.

Offline remains the primary retail channel, with mainstream retailers starting to offer pre-filled pods and heat-not-burn (HnB) products.

There has been a steady reduction in the price of e-liquids while hardware prices remain relatively static.

HnB is a growing trend in Russia.
