Regulatory report: would nicotine as an ingredient in foodstuffs be approved in the EU?

In recent years, there has been interest in adding nicotine to many types of products in order to provide smokers with a healthier alternative that satisfies their nicotine cravings. This report asks the question would placing a product that has nicotine as an added ingredient but that is not sold as a medicine and not advertised as treating addiction to tobacco be allowed? The aim of the report is to investigate the usage of nicotine as an additive to foodstuffs, and provide clarity around the current regulations that are in existence in the EU.
