Bangladesh has pivoted from a regulatory approach to a comprehensive prohibition on the manufacture, importation and sale of emerging nicotine products.
The 2025 Tobacco Ordinance, which was approved after months of intense debate by the Advisory Council on 24th December 2025 and came into force on 30th December 2025, significantly expands the legal definition of tobacco to encompass e-cigarettes, electronic nicotine delivery systems (ENDS), heated tobacco products (HTPs) and nicotine pouches. This critical amendment to the Tobacco Control Act represents a strategic shift in national policy: for the first time, the law moves beyond traditional combustible products to specifically target nicotine in all its emerging forms.
