Bulgaria: heated tobacco and herbal heated products regulation, October 2025

Bulgaria specifically regulates heated tobacco products as novel tobacco products and takes a stringent approach to them.

The Tobacco Law includes the following definitions:

  • Tobacco products are defined as products that can be consumed and are composed, even partially, of tobacco
  • A heatable tobacco product is defined as a new tobacco product that is heated to produce emissions containing nicotine and other chemicals that are inhaled by the user and which, depending on its characteristics, is a smokeless tobacco product or a tobacco product for smoking.

The legal framework specifies that a novel tobacco product, the use of which does not involve a combustion process, will be considered a smokeless tobacco product. When use does involve a combustion process, it will be considered a smoking tobacco product.
