Chewing tobacco is the only type of oral tobacco that can be sold in Croatia, while nicotine pouches are not regarded as tobacco products and are subject only to general consumer laws.
We do not expect any other significant changes to the regulatory landscape in Croatia pertaining to oral tobacco or nicotine pouches. However, if the European Union revises the Tobacco Products Directive (TPD) and regulates nicotine pouches, Croatia will have to align its legislation with the updated directive.
