EU Commission raises concerns over Luxembourg’s plan to regulate pouches

The European Commission has raised concerns over Luxembourg’s proposed regulations for nicotine pouches, particularly questioning provisions that could effectively ban the product and impose restrictive measures on other tobacco products.

Luxembourg’s plan includes a nicotine concentration limit of just 0.048 mg per unit and stringent health warning requirements for novel products. While the EU has not objected to the low nicotine threshold, it has flagged several other issues in the regulation.
