EU division at COP11 results in another indecisive end to the global summit

The lack of a European Union bloc vote at the 11th Conference of Parties (COP11) to the World Health Organization Framework Convention on Tobacco Control (WHO FCTC) was likely a significant contributor to the conference’s inability to reach a decision.

The result, which is probably as good as harm-reduction advocates and supporters of alternative nicotine products could have hoped for, pushes a decision on any forthcoming resolutions to COP12.
