Divisions over how to regulate next-generation products (NGPs) in the European Union are stalling negotiations, but the stalemate could turn out to be a positive development for the future of nicotine alternatives in the region.
Reports suggest EU member states were unable to agree on a common position for the 11th Conference of the Parties (COP11) to the World Health Organization Framework Convention on Tobacco Control (WHO FCTC) because some felt any agreement would help to set a precedent in upcoming negotiations for the EU Tobacco Products Directive (TPD).
