Herbal cigarettes and herbal heated sticks contain a mixture of herbs instead of tobacco leaves and are used as an alternative to tobacco and nicotine, as they should not contain either. This report examines both US federal and state law, offering analysis of how herbal products for smoking are currently regulated.
