Greece: heated tobacco and herbal heated product regulation, October 2025

Greece introduced product-specific legislation for heated tobacco products (HTPs)  in 2016, bringing the country’s legal regime in line with the European Union’s Tobacco Products Directive (TPD).

Flavoured HTPs have been banned since 2023, in line with EU requirements.

Greece explicitly regulated herbal heated products in July 2025 through law 5216/2025, which classifies them as a new category of “electrically heated products without tobacco”.

We expect regulatory stability on HTPs in the long term, with any relevant development likely to come at the EU level.

Recent laws on tobacco- and nicotine-free herbal heated products have created a new, separate category, bringing them under specific rules and ending a period of regulatory uncertainty.
