Greece introduced product-specific legislation for heated tobacco products (HTPs) in 2016, bringing the country’s legal regime in line with the European Union’s Tobacco Products Directive (TPD).
Flavoured HTPs have been banned since 2023, in line with EU requirements.
Greece explicitly regulated herbal heated products in July 2025 through law 5216/2025, which classifies them as a new category of “electrically heated products without tobacco”.
