How could a US HHS staff cut by 20,000 affect the nicotine alternatives industry?

The promised axe has fallen on the workforce at the US Food and Drug Administration (FDA) Center for Tobacco Products (CTP).

Multiple sources have reported that an undetermined number of staff have been dismissed, allegedly including the entirety of the offices responsible for drafting new regulations and setting policy. They appear to be part of a massive reorganisation of the Department of Health and Human Services (HHS) that will see a reduction in overall workforce from 82,000 to 62,000, and a streamlining of departments that will go from 28 divisions down to 15.
