Iceland has one of the highest nicotine pouch usage rates in the world. Nicotine pouches have been considered a tobacco-related product since 2022, when these were introduced into the same regulatory framework as e-cigarettes. The new legal classification came with a nicotine cap of 20 mg/g and packaging with a text health warning requirement.
This short report provides an overview of the current market for nicotine pouches in the country.
