Indonesia: heated tobacco and herbal heated product regulation, December 2025

The 2024 regulations introduced a comprehensive regulatory framework for heated tobacco products in Indonesia, with some provisions already in force (sales, age, and advertising restrictions) since 26th July 2024.

The 2024 regulations include the following definitions:

  • Tobacco products are any products made entirely or partially from tobacco leaves as the raw material, processed for use by burning, heating, vaporising, smoking, inhaling, chewing, or in any other manner.
  • E-cigarettes are defined as tobacco products in liquid, solid, or other forms derived from processed tobacco leaves, made by extraction or other methods in accordance with technological developments and consumer preferences, without accounting for substitute or auxiliary materials in their manufacture. They are provided to end consumers in retail packaging and consumed by heating them using an electronic heating device and then inhaling them.
  • E-cigarettes may also contain nicotine and/or other substances in liquid, solid, or other forms, and/or processed products thereof, including synthetic products of the same or similar type and nature, that are consumed by heating them using an electronic heating device and then inhaling them.
