Indonesia enacted a comprehensive regulatory framework for all products, including chewing tobacco and snus, which are regulated as tobacco products. Previously, only chewing tobacco products were regulated under the general tobacco framework.
The regulations passed in July 2024 (the 2024 regulations) included all novel products within the tobacco control framework, equating them to tobacco products. These regulations were developed upon the Health Law that was adopted in 2023 as an omnibus law, which empowered the government to issue specific regulations for tobacco products.
This report provides detailed analysis of the regulatory framework in place in Indonesia for oral tobacco and nicotine pouches, covering all policy areas from market access and labelling, to advertising and taxation.
