The Republic of Ireland transposed the EU Tobacco Products Directive (TPD) into national law in 2016. Heated tobacco products are considered as smokeless novel tobacco products. Tobacco for oral use, including snus, cannot be sold in Ireland. Nicotine pouches are not specifically regulated, but they fall under the scope of the 2008 Poisons Regulations. The government’s five-year plan aims to further restrict heated tobacco but does not address nicotine pouches.
This report sums up all the efforts made by the Ministry of Health, alone or in collaboration with other ministries, in order to reduce the consumption of tobacco products. It offers a detailed overview of the current regulatory regime in place in Ireland for heated tobacco, oral tobacco and nicotine pouches, and predicts any future changes to those regulations.
