Jordan: oral tobacco and nicotine pouch regulation, September 2025

The current law 47/2008 on public health defines tobacco products as products that consist, in whole or in part, of tobacco leaves as a raw material and are manufactured for the purpose of use, whether by smoking, sucking, chewing or snuffing. This indicates that oral tobacco is regulated under the umbrella of tobacco products.

Nicotine pouches might be regulated in future, considering developments in the region, such as their regulation in Saudi Arabia, the United Arab Emirates, and Bahrain.
