The government has been working on a legal framework to legalise nicotine pouches since 2023, and we expect that it may occur in the near future. Other changes may come about after completion of the review of the EU Tobacco Products Directive (TPD) and the Tobacco Excise Directive (TED). The government in Lithuania has not disclosed any plans to legalise oral tobacco, including snus and chewing tobacco.
