Malta officially legalised heated tobacco products (HTPs) in 2025, marking a significant change in policy. In September 2025, an excise duty was introduced for herbal heated products. Although herbal heated products remain largely unregulated – unlike herbal smoking products – this tax signals a gradual shift in the regulatory landscape.
