Morocco will soon regulate nicotine pouches under a specific mandatory technical standard that will enter into force in February 2026. The Moroccan Institute for Standardization (Imanor) published a list of mandatory technical standards in October 2025 that includes a standard for the requirements and test methods of nicotine pouches. When the standard enters into force, it will bring nicotine pouches under a clear regulatory framework. Until then, they continue to be governed by consumer laws.
