Norway’s rule change could open the way to a new market for HnB and pouches

Could a new regulation allowing companies to apply for permission to sell new tobacco and nicotine products open the Norwegian market to heated tobacco and oral nicotine pouches?

Since the 1970s Norway has had a law banning the wholesale import and sales of new tobacco products. The ban has applied broadly to any products that are smoked, sniffed, sucked or chewed, and are made of or partly of tobacco.

But a new regulation, which came into effect in June 2021, now allows for companies to apply to the health directorate for permission to sell new tobacco and nicotine products.
