Smokeless tobacco and water pipes are considered tobacco products, under law 13/2008. Tobacco products are all products prepared, totally or partially, from tobacco leaves and that are intended to be smoked, sucked, chewed or inhaled nasally.
The government has neither publicly discussed nor revealed any concrete proposals to change the regulation for oral tobacco products. It is our understanding that nicotine pouches fall under consumer protection laws, as they are not covered by any product-specific regulation
