Philippines: heated tobacco and herbal heated products regulation, August 2025

Certification of heated tobacco products (HTPs) in line with the Philippines National Standards is mandatory. Changes to age and flavour restrictions are possible, and some initiatives seek to ban online sales and rationalise excise tax rates.

Herbal tobacco products containing nicotine might be considered a novel tobacco product and are regulated in a similar way to HTPs, except for usage in public places and tax rates.
