Poland: oral tobacco and nicotine pouch regulation, September 2022

Oral tobacco is banned in Poland, with the exception of chewing tobacco.

Tobacco-free pouches are subject to general consumer laws.

While the regulatory framework for oral tobacco products is likely to be maintained, there could be significant changes affecting  tobacco-free pouches. This would result from the review of the EU Tobacco Products Directive (TPD) and tobacco tax directive. We could also see periodic adjustments of notification fees for chewing tobacco.
