This report provides insights into the views of customs and health authorities in selected European countries on herbal heated sticks. These products do not contain tobacco, may or may not contain nicotine, and are used with heating devices. Authorities were asked about their interpretation of the products, what regulations apply, whether notification is required, and whether taxes would apply. Countries were selected based on information provided by the authorities.
