Currently, the Tobacco Act does not make reference to heated tobacco products in Estonia; however, change is on the horizon. A draft amendment is currently being proposed, part of which would create a new category of tobacco products, titled ‘heated tobacco products’. This report provides a detailed overview of the current regulatory landscape in the country and also includes discussion of the possibly changes that lie ahead which would affect heated tobacco products.
