Regulatory report: South Korea – HnB, oral tobacco and nicotine pouches, June 2021

All products derived from tobacco leaves are considered in South Korea as tobacco products. This report outlines the regulations covering heat-not-burn products, oral tobacco, and nicotine pouches, which are regulated equally in respect of production, advertising, retail, and protection of minors.

These products all are subject to several taxes, but at different rates, with extremely high taxes on snus and nicotine pouches.

Combined pictorial and textual health warnings must be applied on all tobacco products’ packaging.
