Revenue, not harm reduction, the driving force behind Romania’s increased taxes

Romania has increased taxes on conventional cigarettes, heated tobacco and vaping products from yesterday, 1st August, in an attempt to secure additional tax revenue.

The Ministry of Finance is currently projecting additional revenues of RON460.3m (€93.4m) this year, and RON1.1bn (€223.2m) in 2023 from the introduction of the tax on cigarettes, nicotine-containing e-liquids and heat-not-burn (HnB) products.
