In 2023, Taiwan implemented a ban on the manufacture, import, sale, supply, display, advertising and use of heated tobacco products (HTPs) and their devices or components, unless a specific approval is granted. As of December 2025, only HTPs from two companies passed the health risk assessment, which indicates that the industry is heavily monitored and regulated in Taiwan. However, the fact that two companies have received approval and have products currently on the market is a big step, as it effectively lifts the de-facto ban on HTPs.
In contrast, herbal heated products are under stricter control, with regulations maintaining firm oversight over their sale, import and manufacture.
