A possible flavour ban, additional retail channel restrictions and the introduction of electronic excise stamps are expected soon. Ukraine’s tobacco legal framework largely mimics the EU Tobacco Products Directive (TPD). Should any changes be introduced to the TPD or the Tobacco Excise Directive (TED) in the imminent future, we expect Ukraine to implement the same changes to its legal framework in line with most of Europe.
