US FDA enforcement against tobacco retailers: analysis of the HHS report

The Office of Inspector General from the US Department of Health and Human Services (HHS) published a report in September 2023 titled “FDA Could Take Stronger Enforcement Action against Tobacco Retailers with Histories of Sales to Youth and Other Violations”.

The main reason behind the report was a concern over youth tobacco usage in the US, and the study assessed the Food and Drug Administration (FDA)’s efforts regarding online tobacco retailers’ compliance with the Tobacco Control Act (TCA).

This report provides detailed analysis of the HHS report, covering its methodology, findings and the recommendations it gives to the FDA.
