In many ways more of a ceremonial position than a leader in policy creation, the US surgeon general has, nonetheless, had an outside impact on tobacco control for quite some time.
It is, after all, a warning from the surgeon general that all US smokers see emblazoned on a pack of cigarettes before they spark up. Reports by surgeons general also truly launched anti-tobacco, and later aided in highlighting anti-vaping campaigns.
