Uzbekistan: heated tobacco and herbal heated product regulation, November 2024

Heated tobacco is categorised as a smoking tobacco product in Uzbekistan and is regulated in line with other traditional tobacco products, with some specific product and health warning requirements.

In April 2024, the Ministry of Health published a bill for public consultation to ban devices for tobacco heating, heated tobacco consumables, e-cigarettes and e-liquids in the country; no legislative steps have occurred since then.

Herbal heated products are not specifically defined; therefore, they could either be regulated as a consumer product or be categorised as nicotine-containing products or as products that do not contain tobacco and nicotine. In the two latter cases, they would be regulated in line with other tobacco products.
