Vietnam: oral tobacco and nicotine pouch regulation, June 2025

The Law on Prevention and Control of Tobacco Harms defines tobacco products as “products made from the whole or part of the tobacco material processed in the form of cigarette, cigar, loose tobacco fibre, water pipe tobacco and other types”. Although oral tobacco and snus are not specifically mentioned, they are classified as “other types” because the law references tobacco made for “sucking” or “chewing”. Therefore, oral tobacco falls under the tobacco product restrictions.

The classification of nicotine pouches is uncertain. Although they are not specifically regulated and technically consumer regulations would apply, they could be classified by the authorities as an “other type of tobacco product” and would also need to be approved by Vinataba.
