With the exception of chewing tobacco, oral tobacco (including snus) is prohibited under the Act on Food and Tobacco Products, while the Act on Food and Tobacco Products defines nicotine pouches as a product without tobacco containing nicotine for oral use, which is not regulated by the directly applicable regulation of the European Union.
