Israel: heated tobacco and herbal heated product regulation, January 2026

At the end of 2018, the Knesset (Israeli parliament) amended the Law on the Prohibition of Advertising and Restriction of Marketing of Tobacco and Smoking Products (Tobacco Law), which came into force completely in June 2020.

Notably, it brought restrictions for alternative tobacco products – including heated tobacco and e-cigarettes – in line with those for traditional cigarettes in the areas of public use, labelling and packaging, and advertising, and imposed additional restrictions on the products themselves.

Heated tobacco sticks and devices are both regulated as tobacco products since the stick contains tobacco (“tobacco in any form”), while the device would also fall under the scope of the regulation as it is “a product used for smoking tobacco”. The law describes “smoking” as “creating an aerosol or vapour for consumption”, which clearly includes heated tobacco usage.
