Leaked EU plan points to tax hikes on heated tobacco and nicotine pouches

The European Commission is reportedly planning significant tax hikes on e-liquids, nicotine pouches and heated tobacco products (HTPs), based on a leaked impact assessment.

The document proposes a minimum tax increase of €3.60 per 10 ml over four years for e-liquids and a tax hike of over 50% on nicotine pouches – a €5 pouch could cost €7.50. For heated tobacco sticks, the Commission plans a minimum tax rate of between 45% and 55% per 1,000 units. The rate for other HTPs would be 45% per 125 kg, up to a maximum rate of 55% per 155 kg.
