Nicotine pouches and HTPs faced strict regulation and tax hikes globally in 2025

The year 2025 saw increased scrutiny and some subsequent regulation of nicotine pouches in many jurisdictions.

However, efforts were scattershot in approach and severity, while there was significantly more discussion than enactment of regulation and taxes, the latter of which are starting to be implemented for pouches as well as heated tobacco products (HTPs). Despite this, both categories are expected to continue to grow steadily.
