Regulatory report: Indonesia – HnB, oral tobacco and nicotine pouches, January 2022

There is an ongoing public debate in Indonesia on the need to revise the currently applicable tobacco legislation in order to regulate new tobacco products, such as heated tobacco.

It is likely that the Indonesian government will look to enact new rules addressing heated tobacco before 2024, when new presidential elections will take place and a new government will take over – the mandate of the current president will expire after ten years. A revision of Government Regulation (PP) No. 109 of 2012 to regulate these products has been going on for a few years now, meaning the terms and timeline for its enactment are unclear.
