Russia: heated tobacco regulation, February 2024

Online sales of both consumables and devices are banned in Russia, but herbal heated products are not subject to tobacco rules. The government is expected to decide minimum sales prices for heated tobacco consumables in the first half of 2024.

In the coming years, product and packaging rules will be adopted under the umbrella of the Eurasian Economic Union (EAEU). Currently, it is not clear to what extent the regulation will harmonise the framework across the EAEU, but it appears that it will tackle only nicotine products.

This report provides a detailed analysis of the regulatory framework in Russia for heated tobacco and herbal heated products, covering all policy areas currently in place and looking at possible future changes.
