Oral tobacco products (such as snus) are banned in Spain, but chewing tobacco is legal. Nicotine pouches are not covered by any product-specific regulation and their legal classification has been open to interpretation for some time. The future of the Spanish regulatory framework is also highly dependent on the upcoming elections – as shown in our Policy Radar – as there is a sharp contrast in policies between the ruling and opposition parties towards nicotine and tobacco products.
